I've unplugged the Ram and plugged it back in no help beep starts after graphic card fan starts but I don't see a issue with the graphics card and honestly don't think I would be able to tell

Have you tried reinforcing the connections to all the parts in it? I'd start with all the internals first, and then the outside. From the looks of it, you're not even reaching POST, which means there's a problem preventing your computer from fully starting. (Perhaps not reaching full power? I'm guessing on this one.)

Try and find the brand of your motherboard and count the beeps. The number of beeps should indicate what error you're getting.

Well maybe its the power cord?? He didn't send a power cord soo I used the old from my old PC with the 200 watt supply could the cord not be giving the 750 watt connector enough power or what? Idk

Nope, that's not the issue. Power cords are standardized in the US so if it fits, it will work.

As I said before, count the beeps and see if you can find out the issue. I'd also recommend checking the back of your computer. The wattage output may be switched to Europe's standard wattage instead of the US.

I tried slowing one set of beeps down by 50% and I think it's 6 beeps.
I'll put a link to the slowed beeping portion in a bit.
Here you go.
